8.1 May Revise Update

Purpose: The CBO will share information with the Board regarding the Governor's May Revise budget for 2020-21
Background: The Governor announced the revisions to the State's 2020-21 budget on May 14, 2021. Staff attended workshops conducted by School Services of California and Capitol Advisors Group to gain a better perspective on the impact of the May Revise to K-12 Education. Key factors from May Revise will be used to build the District's 2020-21 budget.
The primary change from second interim is the decrease in state revenues and corresponding reduction in Prop. 98 funding. Although the Governor takes a thoughtful approach to use of reserves and makes a long-term commitment to restore Prop. 98, the impact to K-12 education is substantial. Below are the major changes:
� 10% reduction to LCFF base grant amount. � Withdrawal of $1.84 billion of January K-12 education proposals. � Federal stimulus of $4.4 billion for learning loss mitigation. � Maintain AB 602 Special Education statewide target adjustment to $645/ADA (15% increase). � Deferral of the June 2020 apportionment to July 2020; and $5.3 billion deferral of 2020-21 apportionments for April, May, and June to 2021-22. � Redirecting STRS and PERS payments toward long-term unfunded liabilities to reduce 2020-21 and 2021-22 rates. � Flexibility to some provisions based on collaboration with the education community
Next Steps: Now that Governor Newsom has released the May Revision, the Legislature can begin vetting his revised proposals and highlight their own budget priorities as they prepare to build and pass the 2020�21 State Budget by the June 15 constitutional deadline.
In the next couple of weeks, each house will have to approve their own version of the State Budget and then go to Budget Conference Committee where they will reconcile their differences and also work with the Newsom Administration on a budget agreement. Once the Legislature reaches a compromise on the 2020�21 State Budget Act, each house will need to approve the budget bill by June 15. The Governor will then have 12 days to sign the budget bill as presented, approve the budget bill with line-item reductions, or veto the budget bill and send it back to the Legislature.
The District will have 45 days after the Governor signs the budget to make public any revisions made to the Adopted Budget which is scheduled to be presented to the Board on June 18, 2020.

Last May 22, 20220 a panel of 8 Newark stakeholders who consisted of labor partners (NTA, CSEA & NEWMA), students and parents participated in the interview process of the High School Principal. Two candidates were recommended to move forward for a final interview with members of Cabinet which took place on May 27. After conducting Reference checks for both candidates, Staff is recommending a candidate for Board approval of the appointment of Principal, Newark Memorial High School.

Recommended Board acceptance of the Curriculum Recommendation
Action
Purpose: Newark Jr. High School (NJHS) staff will present information regarding the Science pilot/adoption process and the ultimate recommendation of the Newark Unified School District Curriculum Council. Upon Board direction regarding the proposed curriculum recommendation, Educational Services will bring forward an agreement with the publisher for Board approval at an upcoming Board of Education meeting. This evening, staff recommends approval of Impact Science as the new NGSS Science curriculum for NJHS.
Background: As outlined in the NUSD Local Control and Accountability Plan (LCAP), Educational Services embarked on a pilot process for junior high school Science in the 2019-2020 school year. The NJHS Science team employed the Next Generation Science Standards Tools for Instructional Materials (TIME) process. The process involved teaching three units per program over a period of 9 weeks which was followed by intense and rigorous evaluation and discussion. The stakeholders -six NJHS Science teachers, parents/guardians, the students and the NUSD Curriculum Council, all participated in the review process. This ultimately ended in a recommendation for new curriculum for our NJHS Science department.
The guiding direction for the adoption process was to find a Science Curriculum that 1. Aligns with Next Generation Science Standards (NGSS) 2. Engages the students in inquiry-based, hands-on exploration of phenomena 3. Supports our English Language Learners and students with special needs 4. Flexible so that our outstanding science educators can adapt the curriculum to meet their students' individual needs

Associate Superintendent Salinas and CBO Dela Cruz voluntarily agree to amend their contract from 225-day work year to a 224-day work year, along with the commensurate adjustment in salary, for the period of July 1, 2020, through June 30, 2021. This is a furlough day like Certificated and Classified NEWMA Members.

Focuses on student achievement and academic interventions. Implements high leverage school improvement actions. Directs resources where they will most directly improve student academic achievement. Ensures all resources are aligned to serve identified students' needs. Uses research-based strategies. Implements strategic coordination of resources. Data Analysis: School level goals are informed by data. Each goal area includes data analysis on current measures across student subgroups, and on outcome measures to determine progress. Local and State data are used to develop each goal. I-Ready is a source of local data. The California School Dashboard is the source of State data. Evaluating Progress: The SSC agendized a meeting to review Dashboard data and measure impact of actions on student achievement. The principal and staff evaluate academic progress at minimum three times a year through an academic Professional Learning Community (PLC) model with benchmark data.
Role of School Advisory Committees: California Education Code Section 64001 requires that the School Site Council (SSC) develop the SPSA. The SSC's responsibilities include approving the plan, recommending it to the local governing board for approval, monitoring its implementation, and evaluating the effectiveness of the plan at least annually. The SSC must seek the review, advice, and certification of applicable advisory committees, including the English Learner Advisory Committee (ELAC).

This 2020-21 School Plan for Student Achievement (SPSA) is coming forward for Board approval. The SPSA serves as the organizer for an individual school's improvement process. The plan is developed with a deep understanding of root causes of student academic challenges, and identifies and implements research-based instructional strategies to raise the achievement of students who are not yet proficient by state standards.
The plan: Builds on a premise that students are capable of learning with effective instruction. Includes school goals aligned with activities and goals included in the LCAP to maximize school reform efforts. Is based on verifiable data analysis. Focuses on student achievement and academic interventions. Implements high leverage school improvement actions. Directs resources where they will most directly improve student academic achievement. Ensures all resources are aligned to serve identified students' needs. Uses research-based strategies. Implements strategic coordination of resources.

It is the goal of Newark Unified School District (NUSD) to provide equitable opportunities to each of our students and school sites. Each site-specific SPSA and the district-wide Local Control and Accountability Plan (LCAP) is a roadmap created in partnership with all district stakeholders to achieve our vision and mission:

Data Analysis: School level goals are informed by data. Each goal area includes data analysis on current measures across student subgroups, and on outcome measures to determine progress. Local and State data are used to develop each goal. I-Ready is a source of local data. The California School Dashboard is the source of State data.
